The ongoing saga of the California budget may finally be at an end, at least for the the coming fiscal year. Gov. Arnold Schwarzenegger and California lawmakers say they have reached a compromise on a budget deal that features deep cuts in social programs and education, and which also borrows funds from of local governments.
